3. Anyone who asks to be removed goes on the do-not-contact list instantly, and the server refuses to email them again.

The SBA's HUBZone program sets aside federal contracts — plus sole-source awards and a 10% price preference in open competition — for small businesses rooted in underutilized areas. Both of REIT's markets matter here: downtown Las Vegas contains qualified census tracts, and U.S. Virgin Islands locations qualify broadly. Check the exact addresses on the official map. The four pillars of eligibility (13 CFR 126.200): (1) the company is small under the SBA size standard for a NAICS code in its SAM profile — SBA accepts your SAM size representation unless something contradicts it; (2) it is at least 51% owned and controlled by U.S. citizens; (3) its principal office — where the greatest number of employees perform their work — sits inside a HUBZone on the official map; and (4) at least 35% of employees live in a HUBZone.
Who counts as an employee: anyone working 10+ hours per week during the four-week review window, including part-timers and leased workers. Residency now means living in a HUBZone for 90 days before review (reduced from 180). SBA looks at the driver's license address first. Up to four "legacy" employees who lived in a HUBZone when hired but later moved can still count — as long as at least one current employee is a HUBZone resident.
What changed in January 2025: recertification moved from every year to every three years, but the trade-off is stricter timing — the firm must be eligible on the date of each offer for a HUBZone contract, not just on its certification anniversary. After winning a HUBZone contract there is a rolling 12-month grace period to bring residency back to 35%. Material changes (mergers, moves, big staffing shifts) must be reported to SBA within 30 days, and SBA may examine firms unannounced.
A quiet advantage for REIT: buying a building, or signing a lease of 10 years or more, on a HUBZone address locks in principal-office status for up to 10 years even if the map later changes — a natural fit with the Fremont corridor strategy. The current map runs on 2020 Census data (effective July 2023) and next redraws in July 2028.
The prize: HUBZone set-aside and sole-source contracts, a 10% price evaluation preference in full-and-open competition, and a government-wide goal of 3% of all federal contract dollars to HUBZone firms.
